Access request bugfixes

So far 3 issues have been found:

1. Notification bubble often remains even when there are no access requests pending.
2. If you receive a request from one workspace, sometimes the request can show up in other workspaces as well (most urgent, working on this ASAP)
3. If the InvitePeopleModal is active and a new access request is received, it will not show up on the modal until it is closed and reopened
