We failed to notice pulumi/pulumi-aws#3915 before our users because we generally don't update the component providers right away when the base providers the depend on change. Automatically creating these updates would help us catch problems with the new provider releases more quickly and would also keep the component providers from being forgotten.

As part of this change, we should update our dashboards to monitor that these providers are also released in a timely fashion after the versions are bumped.
