Custom environments is not supported for environment variables #264

The terraform has got support for custom environment variables, would be go to get the update to pulumi: https://registry.terraform.io/providers/vercel/vercel/latest/docs/resources/project_environment_variable#custom_environment_ids-1

An update would also give support for custom environment in general: https://registry.terraform.io/providers/vercel/vercel/latest/docs/resources/custom_environment
