allow users to create "application" that other users can join
users can be choose to link to an application (may require approval?) to allow the "application" to push them messages
application owners can group and set application users

user flow

user is using shopping app x, the app wants to be able to push notifications for order updates, etc
user follow flow to link to pushme account, returns token to app x to allow them to push messages to user
app x can push user messages containing links, "allow login" requests, etc
