Consider switching to minebase #500

The minebase project is a python wrapper for minecraft-data, which should contain all the necessary information to serialize arbitrary packets and data types, even for multiple versions.

This would generally be a much simpler approach for us to maintain, as constantly having to update the repository to bring it up to date with the latest minecraft release is a lot of work, and this would get rid of most of that.

This might mean having to loose out on some of the static typing goodies in some places, and generally this will mean a lot more dynamic approach for mcproto, but I'd say it's definitely something worth doing, especially since mcproto is still only in very early stages of development, so this change is actually something we can afford to do.

Note that minebase isn't quite ready to be used in production yet, but it's getting there, and once it will become ready, we should look into how viable something like this would actually be.
