Allow multithreaded decompression of bgzip formats #219

bgzip allows multithreaded decompression as blocks are independent.

All BAM files are bgzipped.

Sequali is currently bottlenecked by single threaded decompression.

This library is the best place to solve it, as specialized C code can be added if necessary.
