Implement INLA method for `pmx.fit`

Currently `pmx.fit` supports pathfinder and Laplace methods. It should also include an option to use INLA.

Part of the INLA roadmap #340.

This should only implement the minimum high-level functionality required for INLA to work. Finer-grained features should be addressed in subsequent issues.
