"wasm32-wasi 3.x" buildbot times out on building Python #151929

Bug report
The wasm32-wasi 3.x buildbot worker seems to be affected by this LLVM (clang) performance issue: llvm/llvm-project#179695. Sometimes, the "Compile build Python" step is killed by a timeout.
Example of failure: the "Compile build Python" times out after 35 minutes 10 seconds.

Just by reading "pythoninfo" of build 234 and build 250, it's not easy to guess if the machine has been rebooted and if it's running on the same machine.
So I modified pythoninfo to log the Linux boot ID, machine ID and the uptime.
I also prepared #152136 to add "Display build info of the build Python" (since "Display build info of the host/WASI Python" doesn't have access to the boot ID, machine ID or uptime).
I'm not sure if these additional information will be enough to debug such performance issue in the future, but it should help.
