Validate directory layout as part of the test suite

It's currently possible to have a PR that passes tests but results in a list of talks assigned to no event. It would be helpful to create a test that enforces the presence of a category.json file and a videos subdirectory when adding new events. This would also open the door to testing things like the contents of category files and other higher level collections of events.
