I have two files that should be dup's, but they aren't flagged as such. Any idea why?

As near as I can see they should be duplicates. The large one came from the phone via Dropbox and Camera Uploads. The smaller from Apple Photos, through their export in a Zip file. Regardless of the fact they came via two routes, they should be caught as duplicates.

Any clues? Thanks.
