Log <> Linear scale toggle for Change Reports

Think that it would be handy to be able to toggle between log/linear scale for the charts on the change report as usually we would expect some items to be very frequent and some rarely so (ie uniform distributions are fairly rare in the real world) and thus make charts hard to interpret sometimes.

Having the user in control of it would make the experience a bit more natural.
