Investigate migrating USB serial logger to separate crate

There has been interest in exposing the USB endpoint for logger data as a separate crate to allow others to easily use it. It would also enable us to easily incorporate it into other projects, i.e. Booster and Thermostat.

Look into whether or not this is possible/easy.
