Make it easy to re-install packages from previous version #280

Quick notes from our discussion today: we only need to make a best effort here, installing as many packages as we many, and clearly reporting on what we couldn't. The dependency solver is an optimiser, so we can pick the solution that is the best, and know that we're getting the best possible resolution.
