Offline install of harfbuzz from gitlab that systemfonts tries to download when installing

I am managing windows system in a secure environment where internet access is not allowed. I install r packages offline by downloading them from https://cran.r-project.org/web/packages/index.html and installing in R

When I try to install the systemfonts r package, it attempts to go github to download harfbuzz which does not work in the secure environment. Where on the system can I put the harfbuzz files so that systemfonts knows its there and doesn't try to download it? Or is there a way to grab everything systemfonts needs and copying to the system without internet access?
