ROSE orchestration scaffolding: state machine + request validation

Goal: prepare ROSE-facing scaffolding in RD to support later real orchestration logic.

Work:

• Implement a small state machine skeleton and validation helpers for ROSE calls.
• Ensure clear error responses and test coverage.
