Some users are operating on tight e-mail budgets or limits. Those users would appreciate limiting notifications to site only.

When this option is enabled Misago should disregard send_emails preference on WatchedThread and SEND_EMAILS level on users notifications preferences.

UI should hide "notify with emails" options.
