move sponsorship package information on packages page into tiers

A suggestion that came out of the copy rework for the sponsorship packages page (sponsors/packages/) was to move the information about the package perks into the visual package “boxes”, similar to how SaaS companies handle subscription tiers. Examples can be found here and here.

I think this would be a good way to have the information on the page be more compact, and I'd love to see it implemented before we launch the crowdfunding campaign this year!
