When custom workflow, micro services, etc

Would be nice to intregrate the creation of environment/services with in PR CI/CD

The current state of the cli allowed create a new environment but there is no options to select environments and override env vars

Something official like community ones https://github.com/marketplace/actions/railway-preview-deploy-action
