When I have my cursor highlighted as a full coloured circle with a border, when I use the eye-dropper tool to get colour ID, the eye-dropper selects a colour which is a blend of the cursor colour and the colour that I'm checking. It would be an idea to have the centre of the cursor, maybe a radius of 4 or 5 pixels, to remain unhighlighted. As there is usually a pointer there, I think that it would not be that much of a deal to not have the centre highlighted.
