[Bug] Registry still can be created without mandatory fields filled if clicking "Edit as YAML" and then "Create"

Steps:

• Go to "Registries configuration" page
• Click "Create" button
• Clear value in "URI" column
• Click "Edit as YAML"
• Click "Create"
• Then the registry still can be created...

• it looks like the backend doesn't validate if the uri value is empty or not

P.S:
There's an correct example from Rancher's PV feature.
In the video below, if you set the capacity as empty, the API will return 422 error.
