Early Access release of debug/profile utility for nx-cugraph

This is essentially the nx-cugraph utility/feature that provides roughly the same functionality as the cudf.pandas profiler, as described here.

This issue mentions nx-cugraph, but the implementation is likely generic enough to be applicable to any NetworkX backend, and therefore much of the code will likely be contained in networkx PRs (but that is also not a requirement).
