psp::snmp inherits snmp::server which does not exist in https://github.com/razorsedge/puppet-snmp/tree/master/manifests

Hmmmm. It looks like snmp::server was refactored out of existence in commit 7536e14a. And HP has deprecated the PSP. I do not recommend using razorsedge/psp since it has not been updated in years. I suggest using either razorsedge/hp_spp or razorsedge/hp_mcp instead.
