rcssserver 17.0.0 released

rcssserver 17.0.0 is available:

This major update contains the following features with some new parameters.
Details are described in the release notes and the NEWS file.

• The direction of the goalie's catch command has been restricted.
• Players can no longer use negative power to accelerate backward.
• JSON-based monitor protocol/game log format is available.

rcssmonitor-17.0.0 is also available:
https://github.com/rcsoccersim/rcssmonitor/releases/tag/rcssmonitor-17.0.0

This version supports a JSON-based protocol but needs to be improved regarding the performance of JSON parsing.

The v17 simulator will be used in this year's official competitions.
