Add support for Digital Loggers power switch devices

Goal: Create a powerswitch module to support the Digital Loggers powerswitch device

The digital loggers power control can be controlled via a web REST api. Therefore, the python_raft framework should wrap this with a powerswitch module to interact with the power switch

Acceptance Criteria:

• A new powerswitch module should be created to interact with the digital loggers internet power switch
• The new module must pass the powerswitch unit test
