Public key for signatures

Which public key should be used to verify release signatures (for example, es4x-pm-0.21.0-bin.zip.asc)?
It seems the signatures were generated by this GitHub key:

But the raw_key itself is not specified. Perhaps I misunderstood something and these signatures are not intended for public use?
