update dev funds terms to current (#212)
## 💸 TL;DR <!-- What's the three sentence summary of purpose of the PR --> Updated all Developer Funds links to the **H2 2026 Terms** URL. - Kept **Developer Funds - Current** and updated its link. - Removed **Developer Funds - August 2026** from all sidebars. - Updated links across current and versioned docs, redirects, and site configuration. - Confirmed no old links or August sidebar entries remain. - Sidebar JSON validation passed; type-checking still has pre-existing JSX namespace errors unrelated to these changes.
