Pretty much exactly what the title says.
Rage spam is one of the main issues people bring up regarding any grievances with the mode and its not hard to see why when rage costs are much lower in rewrite compared to other varieties. In full servers on rewrite for the majority of bosses you can expect almost 15 rages per round which isn't fun to play with or against for many people. This issue has also largely contributed to Hale's old rage being completely removed as well as Uber/Invincibility rages getting a lot of shit nowadays for stalling out rounds with being activated so often.
Main thing that could be tried is increasing rage costs for most bosses by about ~1000 to start with and balance around it from there with some small preemptive compensations for bosses that already have underwhelming rages.

Announcer: 2500 → 3500
Bonk Boy: 1500 → 2000. Rage duration increased from 5 seconds → 6 seconds.
CBS: 2500 → 3500
Demopan: 2500 → 3500
Gentlespy: 2000 → 2500
Glitched Robot: 2500 → 3500
Hale: 3000 → 4000
Horsemann: 3000 → 4000
Merasmus: 2500 → 3500. Increased invulnerability 8 seconds → 10 seconds.
