The vehicles did not fulfill all of the jobs

I am working on my project, which has more than 200 pickup and delivery points. I apply and modify the model to fit with the problem. My objective is default, however, when I run the model, I found that the vehicles fleet did not serve all of the jobs. Before running the system, there are 200 points after solving the problem, there were only 83 or more than 100 points were served (pickup and delivery).

How can I give the model the constraint that all of the pick-up and delivery points will be all served. I have changed my objectives but it did not work.
