Remove .net 4.6.2 as a target framework #129

We don't need to ship 4.6.2 as a target framework because netstandard2.0 already covers it.

Actions:

  • Remove target framework from all agents (nunit, xunit, vstest, specflow)
  • Remove it from shared package
  • Remove it from Client package
