CSS removes comments - blocked on cssparser request

per https://sourceforge.net/p/cssparser/feature-requests/5/ comments are removed. This is problematic in cases where license headers might exist and they are then removed among other issues. This is simply a notice here as the issue has not been addressed on cssparser yet.

Yuck. That's awful. This is why I like all the formatters disabled except the Eclipse Java one. It's the only one that seems to be any kind of stable.

I may end up forking their repo to github to fix. Doesn't seem like the project is active and issue is old. I worked around it for my needs by skipping it as I had been running it and it affected licensed files. Typically I have no comments in CSS files.
