How should inversion intervals be encoded in harmonic labels, such as:

Where the question is how should the ii65 <harm> be encoded? And can verovio currently display such an encoding?

This seems related to chapter: https://music-encoding.org/guidelines/v4/content/analysisharm.html#analysis

But I do not see this exact type of case discussed.

It could be encoded perhaps with fb/f but they are not completely the same thing (but very close). Also using <stack> seems like a reasonable method.
