Pictures in db have title as hover text and description as image captions

Basically, I think we might want to do a rename or a minor redesign of the pictures page here?

The "Title" attribute of a Picture is what shows up when you hover over a picture. But that only comes up if you actually hover over a picture, which is typically a "learn more..." kind of action, whereas the descriptions are always there under the picture whether you like it or not (which would be great for the title of the image...).

I think we should either flip the names here (Title now ➡️ new Description attribute; current Description ➡️ new Title attribute) or make it so that when hovering over stuff in pictures.html, the description is shown on hover and title is shown permanently under each picture (which would require some minor updates in the admin site for current data, nbd there)
