How are you inputting the characters? I found I can copy&paste multi-byte characters just fine in Windows 7, but inputting characters from $PLAN9/lib/keyboard using the compose key is not supported. If the characters are not being displayed or you just see a box, maybe the characters are missing from your font?

Any issue with inputting or displaying multi-byte characters in Windows is probably due to duitdraw. You may want to submit a bug report there as well.
