Add Version pinning to the deploy

We need to overhaul the deploy script to automatically pin versions for each release. We need to implement this smartly so that the user can override the versions to their own pinned versions if they would choose in the config file, and also add a flag that or toggle in the config that would allow the user to just YOLO the latest RPMs which is currently how Rock deploys and why we end up with so much headache when a new version is released.
