Upgrade to SvelteKit 3
Migrated with sv migrate: the config moves from svelte.config.js into the sveltekit() plugin in vite.config.ts, $lib imports become #lib subpath imports, $app/environment becomes $app/env, and TypeScript goes to 6. The migration also ran prettier over src. Two follow-ups the migration left broken: - env.publicPrefix no longer exists in SvelteKit 3 and nothing read a CAMBIA_ variable, so it is gone. - TypeScript 6 rejects ws.send() on a value annotated as plain Uint8Array; the inferred Uint8Array<ArrayBuffer> is accepted.
