Description

As hinted at in #19709 (comment) (revert the line generating the local dictionary for std::complex<double> to see the effect) and #19709 (comment) (storing std::complex should not issue warning about the inner member of std::complex), there seems to be something missing on Windows (the file root_std_complex.h is part of hiding the implementation details of std::complex but seem ineffective and/or unused on Windows).
