It seems ICTV is part of GBIF backbone:
https://www.gbif.org/dataset/d7dddbf4-2cf0-4f39-9b2a-bb099caae36c

However, GBIF backbone lists 7852 names while the master species list from ICTV contains 14690 species so there may be value in accessing it separately as well.
