The ROS 2 build farm builds Iron and Humble packages for RHEL 9 as well as Ubuntu and Debian. The RHEL packages have not been patched to propagate the distribution license agreement required by the meshes and thus will be disabled on the ROS 2 build farm.

FYI @victorpaleologue this package has been blocked from building on RHEL ros2/ros_buildfarm_config#290
