Update `fugit` to `0.4`

fugit just released v0.4.0.

Might give this ago, because the feature list is tempting (especially as_secs_f32/as_secs_f64 and conversion from/to core::time::Duration)

Although this should probably be considered a somewhat breaking change that will involve multiple crates.
