Bump rubocop dependency to >= 1.19 for the next minor version

If rubocop/rubocop#9952 will be accepted, and we close the unfortunate #1126, do you think it would be reasonable and SemVer-compatible to bump rubocop dependency to >= 1.19 or whatever version that would include the fix?

I'll update test-prof, active_policy etc with a note that only certain version of rubocop-rspec has a bug-free feature to configure RSpec DSL in their gem's config/default.yml (which I, by the way, has not tested yet with my fix).
