[ENHANCEMENT] Transformation resources

Is your feature request related to a problem? Please describe.

We're making use of a modified version of Rudderstack's GitHub action to deployed our Transformations from a Git repo. However, this action doesn't allow us to configure the Transformations as well (set Destinations it should apply to, for example).

Describe the solution you'd like

I would like Rudderstack's Terraform provider to support the Transformation API so we can use it for configuration purposes.

Describe alternatives you've considered

Possibly extending the GitHub action? But it seems tied to code versions and uses different publish endpoints.
