Ruffle will panic with Mesa 2x.x.x driver #14871

this is originally an upstream bug, which was fixed in gfx-rs/wgpu@771f649
while ruffle depends on wgpu 0.18
Expected behavior
ruffle should work properly with Mesa driver >= 21.2

Additional information
BTW, currently ruffle will simply ignore WGPU_ADAPTER_NAME, while this environment variable could be used to select the GPU wgpu to run on. Ruffle should load this environment variable prior to auto detect
