Describe the bug

when ruffle crashes the report issue window doesn't appear since nighly 2024-12-24

Expected behavior

there should be a window saying something like:

Ruffle has encountered a fatal error, this is a bug.

panicked at core\src\context.rs:346:40:
Unknown SWF version 6

Please report this to us so that we can fix it. Thank you!
Pressing Yes will open a browser window.

I'm able to reproduce this but only some of the time:

1. Open Ruffle
2. Select the SWF file
3. Sometimes the error dialog will appear normally, but sometimes Ruffle's UI will just freeze and it'll use an entire core of the CPU until it's force-closed.

Note that the "Unknown SWF version 6" error is the same problem as #15499
