[Coding Guidelines] Learn unsafe Rust - Practicum Chapter Draft

Hey there 👋

Based on our discussion we had yesterday I'm opening an issue in which we can track progress towards a draft of the practicum material.

@skade and I sat together a few weeks ago and he laid out some practicalities of writing unsafe Rust code which could form some of the basis of this chapter with more prose.

The goal is to shape this material up to the point it can be included as a chapter in the Learn unsafe Rust book.
