Use Rust web frameworks to build Rust India website

Meta issue open for suggestions on what frameworks should be used to build Rust India website. It should be based out of Rust and better can be built using Rust. The current theme you see https://rustindia.github.io/ is from https://www.getzola.org/ but we would like to choose one where we have more control for customization, etc.

Also welcome and encourage anyone who would like to contribute to the development, design, etc of this website. Do reach out to us if you are interested on twitter or telegram or in this issue itself!
