Creating users from the command line

How does one go about creating a new CalDAV+CardDAV user from a command-line script? I couldn't find anything in the documentation about this, and Google searches yielded instructions for new installations or instructions on how to use the manual web-based administration interface.

I'm attempting to use Baikal on Debian with a PostgreSQL database, and I'm fine with using solutions that call an HTTP-based API (this is preferred as this would be relying on Baikal's API, assuming one is available) or by directly inserting records into the database.
