Improve Support for Pre-deployed Chains

Currently, the Github action for a new chain just produces an error that the singleton factory is already deployed.

For OP Stack, we should add some additional context on how to create an deployment.json for it:

I think zkSync Era full EVM compatibility also has this pre-deployed (so I don't think it is only limited to OP-stack chains)
