Y25-094 - always_include_linkage_data returns nil on read and update

Describe the Housekeeping

When reading & updating, but not creating a new request, app/resources/api/v2/request_resource.rb always_include_linkage_data jsonapi-client gem key sometimes gives nil, unhelpfully, when requesting data back from the SS server. The repsponse makes it look like included data will be there but it isn’t.
