Resources and links for tip 20 need to be validated and updated.

Broken links fixed (or deleted/replaced as necessary)
New community links to Selenium resources added
Create new folder and markdown file for Tip 20 in updated tips folder
Delete old Tip 20 folder from nonupdated tips
