[Bug]: Fix Inconsistent Button Colors

Bug Description

Primary buttons have inconsistent hover states across different pages.

Steps to Reproduce

1. Go to any two different pages (e.g., homepage and programs page).
2. Hover over the primary call-to-action buttons on each page.
3. Observe that the hover color or effect is different.

Expected Behavior

All primary buttons should have a consistent hover state for a unified user experience.

Actual Behavior

Hover states are inconsistent.
